Legislative Update Week Six: We're Halfway There
We have reached the halfway point for the 2022 Virginia Legislative Session. In that spirit, here's a snapshot of the legislative action thus far that your Chamber has been tracking.
- We started off this session tracking thirty-seven total bills, fourteen in the Senate and twenty-three in the House all spread across the four different categories of our legislative agenda. As of earlier this week, nineteen out of those thirty-seven had passed through their chamber of introduction.

Finally, as we have reached the halfway point of this legislative session, bills that did not pass in their chamber of introduction have been left in that chamber for this session and will not receive further consideration. However, those bills may be introduced again next session. Check out our bill tracking sheet below to see all of those updates.

- Bills highlighted in green have been voted on and passed at least one chamber in the General Assembly.
- Bills highlighted in red are effectively "dead" and unlikely to see further legislative action this session.
- Finally, bills highlighted in yellow are likely to be voted on by either the House of Delegates, Senate, or both chambers in the immediate future.
- Here is a great time to contact your legislator to voice your support (or opposition) to that bill.
- HB 340, a bill related to high school graduation; multiple pathways to an advanced studies diploma, associated diploma seals. This bill, introduced by Del. Glenn Davis, would direct the Board of Education to establish two pathways to the advanced studies high school diploma, and associated diploma seals for students who successfully follow and demonstrate excellence on such pathways: one pathway that requires advanced coursework in a career and technical education field but does not require coursework in world language and another pathway that requires advanced coursework in world language but does not require coursework in a career and technical education field. The bill passed the House on 2/11/22 and is currently awaiting consideration in the Senate.
- HB 565, a bill related to Advanced Manufacturing Talent Investment Program and Fund; created, report. This bill, introduced by Del. Israel O'Quinn, would create the Advanced Manufacturing Talent Investment Program and Fund to assist qualified institutions, as defined in the bill, in reaching, by 2042, a goal of increasing by at least 25,000 new eligible credentials, which are noncredit workforce credentials awarded by a qualified institution in a high demand advanced manufacturing field as identified by the Board of Workforce Development. This bill passed the House during a block vote on 2/15/22. It has not yet been received in the Senate.
- HB 389, a bill related to early childhood care and education; regional entities, Child Care Subsidy Program Overpayment Fund. This bill, introduced by Del. David Bulova, requires the Board of Education to establish a system of regional entities that will be responsible for coordinating early childhood care and education services, guiding quality improvement of such services and coordinated access to such services for families, and implementing the uniform measurement and improvement system. This bill passed the House on 2/15/22 and is awaiting consideration in the Senate.
