He is a Professor of Information Systems and Chair of the Department of Accounting\, Finance and Information Systems at Radford University.  Dr. Carter earned his Ph.D. in Business Information Technology from Va Tech and was part of the faculty team that developed RU's BS in Cybersecurity and Security Management concentration in the Information Systems degree program.
